While local county leadership is key to translating promising practices into mainstream program services, Federal and State administrative, legislative and financial support is necessary to promote and sustain innovative programs and practices. An ideal child welfare system requires resources that enable each county to create its own unique array of services in response to the needs of their own children, families, and communities.
