Contra Costa County California Employment & Human Services
Economic Opportunity Council - About Us

The Economic Opportunity Council is the federally designated Community Action Program tri-partite oversight council in Contra Costa County. It is charged with the mission of working jointly with the Community Services Bureau in developing a Community Action Plan that guides the use of Community Services Block Grant Funds.

It is made up of 15 members - five from the low-income community, five from private sector community organizations and business people, and the five members of the Board of Supervisors who can either serve on the Council or choose to appoint designees on their behalf.

The members of the EOC review, study and hear presentations from members of the community to assist them in studying the root causes of poverty in the county. They use this information to develop funding strategies to address these root causes. One of their primary strategies is to seek out partnerships with other community organizations that are also pursuing long-range strategies for low-income people.

The EOC meetings are usually held on the second Thursday of each month at 40 Douglas Drive, Martinez, CA 94553. To confirm a meeting call (925) 313-1631.
