Welcome to the Workforce Services Bureau Below you will find a short description of our various programs and services. CalWORKs Cash Aid is a cash assistance program for families with children in need because of the absence, incapacity, unemployment or death of either or both parents. |

CalWORKs Welfare-to-Work is a work program for adult CalWORKs cash assistance recipients. This program is intended for a family to achieve self-sufficiency, primarily through work.
Child Care Services are available to working CalWORKs adults and to CalWORKs adults who are in the Welfare-to-Work program. This link also provides child care information for non-CalWORKs recipients and includes other free or low cost resources. Transportation services are available to CalWORKs
adults and children through Rides to Success and The Children's Transportation
Program. The KEYS Program assists CalWORKs recipients in obtaining a low
interest loan to purchase an automobile. These programs are based on availability
of county funds. General Assistance is a short-term cash assistance program for adults 18 years and older who are not eligible for federal or state-funded cash assistance programs. Advocacy Services provides services to permanently disabled General Assistance and CalWORKs adults to help them through the application process for SSI/SSP. Direct Deposit allows recipients of CalWORKs, Refugee, and General Assistance programs to request Direct Deposit of their cash assistance checks into a personal account at the financial institution of their choice. EBT stands for Electronic Benefits Transfer. Under this system, paper checks for CalWORKs, Refugee, and General Assistance programs are no longer used. Each recipient receives a plastic debit card and benefits are automatically posted to special EBT accounts each month. EASTBAY Works One-Stop Business and Career Centers - Job Seeker Services provides the job seeker with job search tools, resume writing, access to phones and computers. Services are free to all. You do not need to be receiving CalWORKs or General Assistance to use the One-Stop services. EASTBAY Works One-Stop Business and Career Centers - Employer Services provides employers with specialized business services, business resources and staffing assistance services. Refugee and Immigrant Programs includes Refugee Cash Assistance (RCA) and Cash Assistance Program for Immigrants (CAPI). Other Programs include the Cal-Learn program, Title V Employment Program for Seniors, Truancy Prevention, and County Interments. Resources lists other websites of interest. Earn It! Keep It Save It! Campaign provides information on free tax preparation and information about the Earned Income Tax Credit (EITC) and the Child Care Tax Credit (CCTC).
